On Saturday, October 26, 2019 at 12:24 p.m., North Precinct officers responded to the area of on reports that shots were fired in the area. When officers arrived they found a male victim with a gunshot wound. The victim was transported to a hospital by ambulance.
A suspect connected by Portland Police Homicide Detectives to a 2019 homicide in the Parkrose Neighborhood has been indicted for murder.
On October 26, 2019 at approximately 12:24 p.m., North Precinct Officers responded to a shooting at Northeast Wygant Street and Northeast 109th Avenue. The male later identified as Jackson Panyanouvong was transported to the hospital where he died from his injuries. Through hard work, dedication, and persistence by Detectives Anthony Merrill and Mark Slater (retired), Abdikadir M. Osman, 24, was identified as the shooter.
On March 8, 2023, Multnomah County Deputy District Attorney Todd Jackson presented the case to a Grand Jury and Osman was indicted on charges of Murder in the First Degree, Murder in the Second Degree, Robbery in the First Degree, and Unlawful Use of a Weapon.
