A suspect is facing attempted murder charges after firing a gun while paramedics were on scene in the Glenfair Neighborhood.

On Friday, July 7, 2023 at 6:00a.m., the Bureau of Emergency Communications (BOEC) created a 911 hangup call after receiving a call where someone gave an address and then hung up. The address was to an apartment on a flag lot in the 300 block of Southeast 157th Avenue. The information was broadcast to East Precinct officers, but none were available to respond. At 6:15a.m., a calltaker entered additional information that the caller had called back and needed medical help. AMR medics responded and briefly talked to the caller, who went back into the apartment.

About the same time, the man’s neighbor came outside to get in his car. At 6:27a.m., the paramedics then reported that the man came outside with a gun and started shooting at the neighbor. The paramedics took cover and broadcast that shots were being fired and requested emergency police response (code 3 cover). The neighbor was able to drive away safely and was contacted later.

Officers and Sergeants from East, Central, and North Precincts, as well as K9, the Multnomah County Sheriff’s Office, and Gresham Police, dropped what they were doing and responded immediately. The first officers arrived at 6:32a.m. One minute later they had enough units to roll in and challenge the shooter, who surrendered immediately and was safely taken into custody. The Enhanced Community Safety Team (ECST) responded to investigate. They interviewed the suspect and applied for a search warrant on the home. After the warrant was granted by a judge, they searched the home and found 3 guns inside, as well as a large amount of fentanyl and other contraband. They were seized as evidence.

Robert Quincy Montgomery, Jr, 38, of Portland, was booked into the Multnomah County Detention Center on charges of Attempted Murder in the Second Degree, Attempted Assault in the First Degree, Unlawful Use of a Weapon, Unlawful Possession of a Firearm, and Felon in Possession of a Firearm. More charges are possible after additional investigation is done.
