On November 7, 2021, at 5:22 p.m., officers from the East Precinct were dispatched to a welfare check in the Centennial Neighborhood on the 2300 block of Southeast 148th Avenue. There was a report of a person down in the street. Officers arrived on the scene and found a man deceased. The man was later identified as 34-year-old George Edward Rowe IV, known as “Tylor Rowe.”
A preliminary investigation suggested it was a possible hit and run. However, when the Oregon State Medical Examiner’s office responded, they determined that the victim had not been hit by a vehicle and that the cause of death was homicide by gunshot.
Rowe’s family have been notified of his death, and they provided the attached photo for public release.
The Portland Police Bureau Homicide Division has taken over the ongoing investigation.
