Around 9:30 AM on January 20, officers responded to a report of a catalytic converter theft in the parking lot of Best Buy located at 3055 SW Cedar Hills Blvd. Officers learned a blue Subaru occupied by a man and a woman reportedly parked next to an unoccupied Toyota Pirus. The man exited, got under the Toyota Prius, removed its Catalytic converter and the suspects left the area in their blue Subaru. The male suspect was able to remove the Toyota’s catalytic converter in less than 5 minutes.

While officers were investigating the theft at Best Buy, a similar report came in at Trader Joe’s located at 11753 SW Beaverton Hillsdale Hwy. Just like the theft at Best Buy, another Toyota Prius was targeted. The Toyota owner came back to his vehicle after 20 minutes of shopping at Trader Joe’s and discovered his catalytic converter was missing. The owner later claimed it cost him around $2,000 to fix his vehicle.

At 12:31 PM the same day, Beaverton Police were notified by Tigard Police Officers that they had apprehended 23-year-old Zoe Ann Harlow of Corbett at Washington Square Mall. Zoe Harlow and her male companion, later identified as 27-year-old Marcus Tyler Landavazo of Gresham, were the subjects of a suspicious circumstances call at Washington Square Mall. During the interaction, Tigard Police Officers noticed there were two catalytic converters in the back of Zoe Harlow’s blue Subaru and later located a Sawzall (a small saw). It is believed the Sawzall was used to cut the catalytic converts off both Toyota Prius’ in this case.

Zoe Harlow and Marcus Landavazo were each arrested on two counts of Theft in the 1st Degree and Criminal Mischief in the 1st Degree. Marcus Landavazo was also arrested for seven outstanding felony warrants, four from Multnomah County and three from Washington County. Both Harlow and Landavazo were lodged at the Washington County Jail.
