During the first week of August, Portland Police Bureau’s Human Trafficking Unit (HTU) conducted directed patrol missions along NE 82nd Avenue with the assistance from Central, East, and North Precincts, North and Central Neighborhood Response Teams, Special Resources Division, Detectives Division, Victim Services Unit, Multnomah County Parole & Probation, and the Multnomah County District Attorney’s Office.
The following individuals were arrested or cited for ORS 167.008 Commercial Sexual Solicitation (CSS) and/or Portland City Code 14A.40.50 Unlawful Prostitution Procurement Activities (UPPA):
-Kevin Abdelsayed, 21, Vancouver, WA
-Michael Cortez Santiago, 24, Vancouver, WA
-Martin Cotoc-Yac, 37, Vancouver, WA
-Victor Estrada-Alejandres, 19, Beaverton, OR
-Carlos Lopez Ramos, 26, Newberg, OR (additional charges for DWS misdemeanor)
-Antonio Palacios Bolanos, 47, Parkdale, OR
-Cristian Olguin Zea, 23, Beaverton, OR
The following individual was also contacted and arrested:
-Marcus Barnes, 22, Katy, TX (forgery warrant from Texas)
During the course of these missions, six cars were towed and two guns were seized. Additionally, 13 providers were contacted and offered assistance with resources. Several other potential buyers, providers, and associated traffickers were also identified in the area.
PPB continues to receive several livability complaints from community members, organizations, and business partners regarding illegal activity rampant along 82nd Avenue. HTU cases are complex with several identified barriers such as repeated traumatic exposures, trauma bonds with traffickers, and fear of retaliation. The victims in these cases are often reluctant to come forward, make a report, and/or continue through the criminal justice process. HTU continues to offer trauma-informed, victim-centered services, in conjunction with PPB Victim Services Unit advocates and community-based partnerships.
