Portland Police Detectives have charged Joseph Kelly Banks with Murder in the Second Degree in the shooting death of Mark Johnson. Johnson was shot and killed on March 1, 2022, on the south side of Dawson Park, in the Eliot neighborhood.

On Tuesday, March 1, 2022 at 12:04p.m., North Precinct officers responded to the report of a shooting in the 2900 Block of North Williams Avenue. When officers arrived, they located a deceased male, later identified as 55-year-old Mark Johnson of Portland, who appeared to have been shot. Officers searched the area for the suspect, while others established a crime scene.

The following day, on March 2, Joseph Kelly Banks was charged with Murder in the Second Degree in the shooting death of Mark Johnson.

Banks was previously arrested and already in custody for committing two injury shootings on February 28, 2022. The first non-fatal shooting occurred at 4:45 p.m. at the intersection of North Williams Avenue and Northeast Stanton Street. The second non-fatal shooting occurred less than ten minutes later in the 3700 Block of Northeast Garfield Street. 

Banks was in jail for the two previous shootings when additional murder charges were brought against him.

Johnson’s family was made aware of his death and made photos available to the police, but they do not wish to make statements to the media at this time.

This is the 20th homicide in Portland since the beginning of 2022.
